No obstante, para obtener un dato que aproxime el porcentaje de bajas por incapacidad temporal fraudulentas, hay que dividir el número de personas trabajadoras a las que se les ha extinguido la prestación por el total de personas con incapacidad temporal. Así, la cifra se situaría en el 4%, lejos del 40% que se utiliza como dato del alto fraude en el sistema de bajas por incapacidad temporal.

Por otro lado, los datos del coste laboral de los últimos años demuestran que entre 2008 y 2017 el coste que han afrontado las empresas por incapacidad temporal se ha recortado en un 11,4%, frente al incremento del 4,7% del coste laboral total. Al inicio de la crisis, en 2008, el coste por incapacidad temporal representaba el 0,6%, mientras que en 2017 se redujo casi al 0,6% del coste laboral total.

Al analizar el absentismo en el sentido amplio, es decir las horas no trabajadas y pagadas respecto a las horas pactadas, la tasa de absentismo se sitúa en el 14,1%. No obstante, CC.OO. ha puesto de relieve que el 68,5% de las horas no trabajadas y pagadas corresponden a vacaciones y días festivos.

Así, de las 21,1 horas no trabajadas y pagadas al mes, 7,6 horas corresponden a vacaciones, 6,8 horas a días festivos, 4,8 horas a incapacidad temporal, 0,9 a horas no trabajadas por maternidad, 0,45 a horas por permisos remunerados, 0,1 son horas no trabajadas por razones técnicas o económicas y 0,08 pertenecen a horas no trabajadas por compensación de horas extras.

Según CC.OO., si no se consideran estas causas como absentismo, ya que están recogidas en derechos regulados, quedarían 0,28 horas mensuales que corresponden a ‘otros motivos’. Según las horas pactadas (149,6) y teniendo en cuenta estas horas no trabajadas y remuneradas, el absentismo «estricto», según el sindicato, sería del 0,18%, lejos del 14,1%.
